Locking Down Violence: The COVID-19 Pandemic’s Impact on Non-State Actor Violence

This article studies the impact of COVID-19 lockdown measures on ISIS activity in Iraq and argues that these measures are likely to reduce non-state actor violence, especially in urban and non-base areas by depleting actors’ resources, reducing the number of high-value civilian targets, and making it logistically more difficult to conduct attacks.
